General Secretary (Kingston, Jamaica) - Nurses Association of Jamaica

The Nurses Association of Jamaica (NAJ) is seeking a suitably qualified person to fill the following position of:

General Secretary

Class Definition

The General Secretary of the Nurses Association of Jamaica is an administratively competent leader with effective interpersonal and public relations skills; a motivator who challenges employees and colleagues to achieve their best. S/he is a visionary who can translate dreams into reality and is able to develop with the President, Officers and Executive a strategic plan to guide the organization; assumes fiscal responsibility, is given the commensurate authority as the focal person in the management team.

Job Purpose

Have oversight responsibility for and mange all aspects of the Association's operations, ensuring the development of policies and procedures that will achieve optimum performance of the Association and facilitate the execution of directives from the Executive and general membership in an efficient and effective manner.

Principal Responsibilities Reporting:
 As required to the President, Officers and the Executive Committee on financial and operational efficiencies and results from directives of membership; the island Council and general membership.

Oversight

Responsible for the effective performance of all areas of the Association's operations, including: management of properties, selection, induction, guidance, evaluation and development of all employees.

Monitoring:
  • Membership in the Association
  • Implementation of decisions made at the Executive Committee, Island Council and AGM
  • All aspects of the properties' operations and budgets
Compliance:
Ensure the Association complies fully with statutory obligations and that the Association is appropriately audited to ensure the best use of membership dues and all donations/funds received. Ensure best financial and operational results. High degree of honesty and confidentiality is required.

Core Competencies:
  • Excellent written and oral communication skills
  • Excellent interpersonal skills including management of conflicts, providing coaching and counselling
  • Excellent decision making and problem solving skills
  • Ability to exercise sound judgement and flexibility while being very decisive
  • Ability to build coalitions internally and with government, non-profit and private sector organizations to achieve common goals
  • Ability to develop and direct the policies, strategies and operational plans, their implementation and monitoring within the context of freedom of association
  • Ability to work effectively with others and communicate complex issues to a variety of constituencies and negotiate agreements that does not create conflict of interest
  • Integrity in managing the Association's resources
  • An understanding of the use of information technology to achieve high levels of service delivery and internal management objectives
Technical Competencies:

  • Working knowledge of financial management 
  • Ability to develop, execute and monitor budget to ensure fiscal prudence
  • Proficient in the use of Windows Operating System
  • Understanding of current nursing policies and procedures and health care delivery process
  • Understanding of human resource policies and procedures
Qualifications:
  • A certificate or degree as a Registered Nurse
  • Degree, diploma or certificate in administration or management
  • At least five (5) years experience at the supervisory level
