Community Mental Health Officer (St. Ann, Jamaica) - St. Ann Health Department

The North-East Regional Health Authority, a statutory body under the Ministry of Health & Wellness with responsibility for the management and delivery of public health services within the parishes of St. Ann, St. Mary and Portland, is seeking strong, dynamic, and proactive individuals to fill the position of Community Mental Health Officer (HPC/RN 3) at the St. Ann Health Department. Reporting to the Medical Officer (Health), the successful candidate will be responsible for providing clinical care; follow up treatment, rehabilitation and advocacy services at the community level for persons living with mental illness.

Qualifications and Experience:
  • Registered General Nurse
  • Certified Psychiatric Nurse (Six months Post Basic Programme)
  • Certificate in Nursing Administration or Management studies, no less than six (6) months from an accredited institution
  • A Minimum of three (3) years post-registration practice in general health, mental health or other areas of nursing.
Required Knowledge, Skills & Competencies:
  • Knowledge of and skill in interpreting the Mental Health Act
  • Knowledge of theories and techniques in counselling
  • Knowledge of key stake-holders pertinent to mental health and the delineation of roles and responsibilities
  • Undertakes clinical, educational, administrative and public relations activities within the parish or health district
  • Participates in extensive health promotional/educational activities
  • Knowledge and use of the Diagnostic Statistical Manual Classification system
  • Ability to communicate effectively verbally and in writing
  • Knowledge of psycho-pharmacology and other therapies
  • Ability to work within a multidisciplinary team
  • Ability to initiate and manage change
  • Computer literate

Key Responsibilities will include:
Management and Administration
  • Undertakes clinical, educational, administrative and public relations responsibilities within a parish or health district.
  • Assists in monitoring clinical standards at the parish level and facilitates audit processes.
  • Demonstrates commitment to providing quality care, proper risk management and optimal resource utilization.
Technical
  • Conducts multi-generational family assessment including psychosocial, functional, developmental history and mental status examination.
  • Counsels and educates patients/other family members on health behaviour, self-care skills and treatment options.
  • Liaises internally with other health professionals and other members of the health team
  • Liaises with Non-Governmental Organizations (NGOs), Police, Social Services, Citizen’s
  • Associations, Religious Organizations, Schools, Business Organization, Health Agencies
Human Resource
  • Conducts performance evaluation for staff members
  • Delegates functions to appropriate staff
  • Effect disciplinary measures toward staff members where necessary
  • Facilitate provision of social welfare services for staff
  • Facilitate staff development through on-going educational activities
  • Education
  • Plans and implements psycho-educational and health promotional activities for clients, their families and communities
  • Participates in in-service education programmes in the health facilities and training of health care personnel
  • Facilitates implementation of new approaches in the delivery of mental health care to clients and groups in different settings
  • Participates in ongoing educational activities such as conferences, seminars workshops and clinical experiences related to specialty and professional issues
  • Promotes advancement of the profession through participation in professional organization.
Research
  • Utilizes the scientific approach to problem solving and decision-making
  • Contributes to nursing knowledge by participating in conducting research geared towards
  • improving evidence-based practice
  • Collects, organizes, critically analyzes and interprets data.
  • Records findings clearly, concisely and systematically
REMUNERATION PACKAGE PER ANNUM:
  • Salary Scale: $5,055,684 - $6,009,620

Registered Midwife (St. Ann, Jamaica) - St. Ann Health Department (NERHA)

 

The North-East Regional Health Authority, a statutory body under the Ministry of Health & Wellness,
with responsibility for the management and delivery of Public Health Services within the parishes of St. Ann, St. Mary, and Portland invites applications from suitably qualified individuals to fill the position of
Registered Midwife 2 (HPC/MW 2) for the St Ann Health Department. Reporting to the Public Health Nurse/Supervisory Midwife, the incumbent is responsible for the supervision and co-ordination of child care activities; providing nursing care in the Maternal, Child Health and Family Planning services in accordance with the objectives and policies of the programme as set out in the Maternal and Child Health Care Plan for Jamaica.

The ideal candidate will meet the following educational criteria:

  • Certificate/Diploma in Midwifery from an accredited institution
  • Registration with the Nursing Council of Jamaica
  • Minimum five (5) years’ experience in secondary care facility

Key responsibilities will include but not limited to:
  • Participating in identifying special needs in communities in relation to Maternal and Child Health.
  • Preparing regular schedules for Antenatal/ Postnatal/ Child Welfare visits.
  • Providing Ante Natal care at clinics and arranges for follow-ups.
  • Estimating haemaglobin level of clients, using appropriate reagents.
  • Referring high risk patients to Type ӀӀ, ӀӀӀ and ӀV health centres as appropriate.
  • Ensuring that adequate screening of ante-natal patients is carried out
  • Providing advice to mothers and families about nutritional requirements including promotion of breast feeding.
  • Encouraging early immunization of babies.
  • Conducting clinics/assisting the Public Health Nurse in immunization.
  • Responsibility for the maintenance of midwifery bags and their contents.
  • Responsibility for notification of live/still births, neo-natal and maternal deaths, puerperal infection and other infectious diseases
REMUNERATION PACKAGE PER ANNUM:
  • Salary Scale: $3,241,533 – 3,853,164 per annum

Enrolled Assistant Nurse (St. Ann, Jamaica) - St. Ann Health Department (NERHA)

 

The North-East Regional Health Authority, a statutory body under the Ministry of Health with responsibility for the management and delivery of public health services within the parishes of St. Ann, St. Mary and Portland, invite applications from suitably qualified persons with strong team building skills to fill the position of ENROLLED ASSISTANT NURSE - (HTAC/EAN 2) for the St. Ann Health Department.
Reporting to the Public Health Nurse 3 the incumbent will be responsible for assisting in the administration
of nursing services within the Health Department.

QUALIFICATION AND EXPERIENCE:

  • Diploma in Enrolled Assistant Nursing from a recognized learning institution
  • Registration with the Nursing Council of Jamaica as an Enrolled Assistant Nurse
  • Certification in Supervisory Management
  • At least three (3) years’ experience as an Enrolled Assistant Nurse 1.
Specific Knowledge Required:
  • Thorough knowledge of current legislation affecting the practice of Nursing in Jamaica
  • Knowledge of the Staff Orders for the Public Service.

Key responsibilities will include:
  • Assisting with the admission, discharge and transfer of patients
  • Assisting in explaining hospital rules and routines to patients
  • Assisting patients in moving and turning, getting in and out of bed, positioning and walking as needed
  • Assisting with the inter-facility transportation of patients
  • Maintaining personal hygiene of the patient according to the needs and condition; that is bathing, cutting
  • nails, combing hair, oral hygiene
  • Assisting with the preparation of patient’s meals and in the feeding of patients
  • Assisting with the patient in dressing and undressing
  • Giving, removing and checking bed pans and urinals
  • Changing linen and making beds
  • Administering alcohol or tepid sponges to reduce body temperature
  • Collecting specimens of urine, faeces, sputum and vomitus
  • Observing temperature, pulse, respiration and blood pressures of patients
  • Measuring heights and weights
  • Preparing patients for and assisting doctors and nurses in examination, treatment and diagnostic tests
  • Preparing instruments and equipment for storage and sterilization
  • Sterilizing instruments and equipment
  • Assist in receiving, checking and storing supplies
  • Perform simple dressings
  • Administering medications excluding dangerous drugs as ordered e.g., orally, rectally or by injectionsubcutaneous and intramuscular and carrying out other treatments as assigned
  • Co-operating with other members of staff and accepting guidance and corrections

REMUNERATION PACKAGE PER ANNUM:

  • Salary Scale: $2,410,261 – $2,865,042 per annum

  • Assists the Community Nurses and District Midwives in ensuring that all expectant mothers in the assigned community are referred to the Health Centre for care
  • Advise diabetic and hypertensive patients of the importance of regularly taking their medications and keeping their clinic appointments.
  • Inform the community of all available health and environmental services and social programmes.
REMUNERATION PACKAGE PER ANNUM:
  • Salary Scale: $ 1,545,377 – 1,836,968 per annum

Summary

Reporting to the Senior Public Health Nurse, the incumbent will be responsible for the management and
supervision of nursing services within the health centers and community hospital.
The ideal candidate will meet the following educational criteria:

  • Certificate/Diploma/BSc. Degree in General Nursing from an accredited school.
  • Certificate in Midwifery
  • Diploma/B. Sc. Degree in Public Health Nursing
  • Five to seven (5-7) years’ clinical practice to proficiency level as a Registered Nurse Midwife.
  • Registration with the Nursing Council of Jamaica as RN and RM.

Specific Knowledge & Skills Required:
  • Good leadership, administrative, communication, diagnostic/problem-solving skills

Key Responsibility Areas:

fill the position of Public Health Nurse 3 at the St. Ann Health Department.

Reporting to the Medical Officer (Health), the successful candidate will be responsible for the
Primary Health Care Nursing Services in St. Ann.

Qualifications and Experience:
  • Certificate/Diploma/Bachelor Science Degree in General Nursing from an accredited school
  • Certificate in Midwifery
  • Diploma/B. Sc. Degree in Public Health Nursing
  • Certificate or degree in Nursing Administration/Supervisory Management/Health Services Management
  • Master of Public Health/Human Resource Management/Development or other equivalent post graduate degree will be an asset.
  • Registration with the Nursing Council as Nurse and Midwife
  • Five to Seven (5-7) years clinical practice to proficiency level as a Registered Nurse/Midwife

Key Responsibilities will include:
Management and Administration
  • Preparation of programme plans to meet Parish, Regional, and National goals.
  • Reviewing, evaluating and interpreting health district/programme reports, vital statistics, outputs for health targets and other data in determining effectiveness of strategies implemented.
  • Monitoring and evaluating programmes through data collection, collation and analysis.
Technical
  • Initiating and coordinating of surveillance and control of communicable disease programmes at the parish level in collaboration with the Medical Officer (Health) and other key stakeholders.
  • Liaising with other team members at the health district and regional level in the prevention and containment of disease epidemics of national and international significance.
  • Conducting clinical duties and surveillance activities
Human Resource
  • Consulting with Regional Nursing Supervisor, Medical Officer (Health), Parish Manager, Personnel and other officers on matters requiring their expertise.
  • Evaluating the performance of Public Health Nurse Level II, Midwife Supervisor or District Midwife Level III and reviews the performance of the Public Health Nurse Level I.
  • Initiating and or facilitating counselling sessions of staff on issues both work and non-work related.
Education
  • Conducting training needs assessment of nursing and midwifery personnel and preparation of parish succession plan.
  • Management of the continuing education activities or training to promote the effective performance of team members.
  • Facilitating the practicum of students from varying programmes and serves as preceptor.
Research
  • Contributing to the body of nursing knowledge by conducting and critically analyzing research geared towards improving evidence-based practice.
  • Utilization of programme outputs and other relevant data to guide research agenda.
  • Participating in advanced epidemiological investigations.
