Biomedical Engineer (Monitoring & Evaluation) (SOG/ST 7) (vacant)

JOB PURPOSE

Under the general direction of the Director, Corporate Services, the Director, Health Facilities Maintenance is responsible for developing maintenance policies and strategies, establishing maintenance standards and guidelines for the public health sector and monitoring the quality of maintenance services.

KEY RESPONSIBILITY AREAS
  • Develops maintenance policies, strategies and procedures to be pursued by the Ministry of Health for the maintenance of facilities and equipment in the public health sector;
  • Establishes standards and guidelines for the operation of health facilities maintenance at the regional level of the health services;
  • Collaborates with the Director, Project Planning and Implementation to ensure that buildings and equipment used in government health sector are standardized to facilitate cost effect maintenance;
  • Reviews plans for the construction of health facilities to ensure that maintenance issues are properly addressed in the design and construction stage;
  • Develops guidelines for the inspection of buildings and equipment used by the Ministry of Health and Regional Health Authorities in health care delivery institutions;
  • Conduct periodic audits on the performance of maintenance units at the Regional and Ministry of Health levels;

MINIMUM REQUIRED EDUCATION AND EXPERIENCE
  • Bachelor’s degree in Biomedical Engineering, Engineering, Applied Sciences, Health Technology or equivalent discipline;
  • Certification/Training in Monitoring & Evaluation Techniques in Health Technology;
  • Three (3) years’ experience in Biomedical Engineering, Engineering or a related area.

Job Summary

  • Referring more complex dental problems to the dental surgeon.
  • Preparing and submitting to parish supervisor, monthly, statistical reports.
  • Preparing quarterly and half yearly status reports for a health district.

  • Assisting with the supervision of dental staff, and the coordination of the dental programme within a health district.
  • Giving advice, counselling and instructions to subordinates; hears and resolve complaints, and refers group grievances and unresolved complaints to higher supervisory authority.

  • Attending and participating in meetings at clinic, health district, and parish level.

The ideal candidate will meet the following educational criteria:
  • Diploma or Associate degree in Dietetics/Nutrition from a recognized tertiary institution. Or
  • Bachelor of Science degree in Dietetics/Nutrition from a recognized tertiary institution (Without approved Dietetics/Nutrition Internship or Supervised Practice Program).

Specific Knowledge & Skills Required:

  • Advising Government & other Agencies on appropriate nutrition programmes

SUMMARY
Supports the diagnosis and treatment of HIV/AIDS and other STI’s and is responsible for the triage area and nurse-station by performing the following duties.

  • Ensures timely patient care and efficient and smooth patient flow in the clinic.
  • Assists and communicates with medical staff concerning patient care conditions.

  • Ensures that plans of care are in place and are regularly updated, changes are implemented and that patient records and documentation are maintained and current.
  • Participates in the case management of individual patients to ensure the continuum of care.
  • Conducts nursing care in a manner reflective of the philosophy of AIDS Healthcare Foundation.
  • Educates patient on disease process, safe sex education and medications.
  • Complies with safety and infection control standards, sterilization of medical equipment and biohazards waste management.
  • Promotes teamwork, good interpersonal relations and communication among staff at the healthcare setting.
  • Participates in nursing staff orientation and serves as a clinical resource.
  • Provides support to clinical team in dealing with the complex needs of different patients and when reporting or receiving sensitive, complex or contentious information.
  • Assumes additional responsibilities as necessary (i.e., assisting other staff at times of critical need, attendance at all assigned committees).
  • Conveys complex and sensitive information in a comprehensible and empathic manner.
  • Exercises appropriate judgment and good decision-making skills.
  • Functions as the liaison with other health and social care professionals to ensure that the coordination, the approach and high quality of care is provided for patients.
  • Ensures up to date knowledge of local and national STI and HIV/AIDS treatment guidelines and work accordingly.

  • Ensures registration of all patients accessing care at the facility and ensures the development and maintenance of all patient related medical records.
  • Ensures the efficient maintenance of the registration and patient waiting areas including the availability of education materials and other supplies required to ensure that the patient is as comfortable and relaxed as possible.
  • Administers medications as ordered.
  • Reports emergencies to Physician.
  • Records all data using appropriate medical record databases.
  • Performs and accurately records basic tests including checking vital signs, weight and height; testing urine; glucose and other basic rapid tests.
  • Manages patient appointment system.
  • Assists with the inventory management of all items required for patient care and report to the Operations Manager any defective equipment or low stock.
  • Assist with patient retention in care through missed appointment logs and strict appointment follow ups.
  • Prepares all relevant reports as required.
  • Participate in outreach and advocacy events outside of working hours.


QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed in this job description are representative of the knowledge, skill, and/or ability required. The incumbent must be in good standing with current knowledge of STI/AIDS/HIV infections and STI/AIDS/HIV treatment.

EDUCATION AND EXPERIENCE

  • Bachelor of Science in Nursing.
  • Three (3) years working experience in general nursing
  • Registered with the Nursing Council of Jamaica and possess current certificate of registration.
  • Strong clinical nursing skills and judgement.
  • Training and skills to performing phlebotomy, HIV/Syphilis Rapid Tests.
  • Knowledge of HIV/AIDS and related medical and patient care issues.
  • Knowledge of ARVs and STI drug therapies.
  • Knowledge on key population specificities and vulnerabilities.
  • Respect for patient’s confidentiality and having a compassionate approach to their needs is required.
COMPUTER/SOFTWARE SKILLS & ABILITIES
  • Computer and Internet skills, including experience with Microsoft Word, Excel and PowerPoint and any knowledge of digital medical database is an added advantage.

Trelawny Health Department 

Salary Scale: $1,545,77.00 - $1,836,968.00 per annum

The Western Regional Health Authority (a Statutory Body of the Ministry of Health & Wellness) is currently seeking to employ Community Health Aides for the Trelawny Health Department. The incumbents will be assigned to the Duanvale Health Centre and the Clarks Town Health Centre. Reporting to the Registered Midwife and Public Health Nurse, the incumbents will be responsible for providing advice and assistance to families in areas including Maternal & Child Health, Family Planning, Nutrition, First Aid and Personal Hygiene.

Core Responsibilities:

  • Render basic first aid treatment to members of the community and referring persons to appropriate health facilities for treatment
  • Teach community members basic health facts & promote adoption of healthier lifestyles
  • Advising parents and guardians of the importance of having their children completely immunized against infectious diseases. Encouraging the regular attendance of infants and young children to the Child Welfare Clinics
  • Motivate and refer new clients for Family Planning Services, encouraging delinquents to attend regularly and stressing the importance of using family planning methods, as advised
  • Assist the Public Health Nurses and District Midwives in identifying all pregnant women in the area and ensuring that they attend clinics to receive adequate antenatal
  • Assist the Public Health Nurses, District Midwives, Staff Nurses, Medical Officers & other health professionals at clinics and during community outreach events including mass immunization programmes
  • Undertake house to house surveys of persons within a defined geographic area to obtain relevant data on demographic and health status as well as maintain the appropriate records
  • Inform the community members of all the services offered by the Ministry of Health & Wellness and other Ministries, Departments, Agencies & organizations
  • Provide basic information on vector control and its impact on the environment
  • Perform other duties as assigned by the Public Health Nurse/ Registered Midwife

Qualifications/Requirements:

  • Five (5) CXC/GCE subjects; English Language & Mathematics are compulsory
  • Excellent Customer Service & Interpersonal Skills
  • Must be computer literate

Enrolled Assistant Nurse (St. Ann, Jamaica) - St. Ann Health Department (NERHA)

 

The North-East Regional Health Authority, a statutory body under the Ministry of Health with responsibility for the management and delivery of public health services within the parishes of St. Ann, St. Mary and Portland, invite applications from suitably qualified persons with strong team building skills to fill the position of ENROLLED ASSISTANT NURSE - (HTAC/EAN 2) for the St. Ann Health Department.
Reporting to the Public Health Nurse 3 the incumbent will be responsible for assisting in the administration
of nursing services within the Health Department.

QUALIFICATION AND EXPERIENCE:

  • Diploma in Enrolled Assistant Nursing from a recognized learning institution
  • Registration with the Nursing Council of Jamaica as an Enrolled Assistant Nurse
  • Certification in Supervisory Management
  • At least three (3) years’ experience as an Enrolled Assistant Nurse 1.
Specific Knowledge Required:
  • Thorough knowledge of current legislation affecting the practice of Nursing in Jamaica
  • Knowledge of the Staff Orders for the Public Service.

Key responsibilities will include:
  • Assisting with the admission, discharge and transfer of patients
  • Assisting in explaining hospital rules and routines to patients
  • Assisting patients in moving and turning, getting in and out of bed, positioning and walking as needed
  • Assisting with the inter-facility transportation of patients
  • Maintaining personal hygiene of the patient according to the needs and condition; that is bathing, cutting
  • nails, combing hair, oral hygiene
  • Assisting with the preparation of patient’s meals and in the feeding of patients
  • Assisting with the patient in dressing and undressing
  • Giving, removing and checking bed pans and urinals
  • Changing linen and making beds
  • Administering alcohol or tepid sponges to reduce body temperature
  • Collecting specimens of urine, faeces, sputum and vomitus
  • Observing temperature, pulse, respiration and blood pressures of patients
  • Measuring heights and weights
  • Preparing patients for and assisting doctors and nurses in examination, treatment and diagnostic tests
  • Preparing instruments and equipment for storage and sterilization
  • Sterilizing instruments and equipment
  • Assist in receiving, checking and storing supplies
  • Perform simple dressings
  • Administering medications excluding dangerous drugs as ordered e.g., orally, rectally or by injectionsubcutaneous and intramuscular and carrying out other treatments as assigned
  • Co-operating with other members of staff and accepting guidance and corrections

REMUNERATION PACKAGE PER ANNUM:

  • Salary Scale: $2,410,261 – $2,865,042 per annum
