Community Mental Health Officer (St. Ann, Jamaica) - St. Ann Health Department

The North-East Regional Health Authority, a statutory body under the Ministry of Health & Wellness with responsibility for the management and delivery of public health services within the parishes of St. Ann, St. Mary and Portland, is seeking strong, dynamic, and proactive individuals to fill the position of Community Mental Health Officer (HPC/RN 3) at the St. Ann Health Department. Reporting to the Medical Officer (Health), the successful candidate will be responsible for providing clinical care; follow up treatment, rehabilitation and advocacy services at the community level for persons living with mental illness.

Qualifications and Experience:
  • Registered General Nurse
  • Certified Psychiatric Nurse (Six months Post Basic Programme)
  • Certificate in Nursing Administration or Management studies, no less than six (6) months from an accredited institution
  • A Minimum of three (3) years post-registration practice in general health, mental health or other areas of nursing.
Required Knowledge, Skills & Competencies:
  • Knowledge of and skill in interpreting the Mental Health Act
  • Knowledge of theories and techniques in counselling
  • Knowledge of key stake-holders pertinent to mental health and the delineation of roles and responsibilities
  • Undertakes clinical, educational, administrative and public relations activities within the parish or health district
  • Participates in extensive health promotional/educational activities
  • Knowledge and use of the Diagnostic Statistical Manual Classification system
  • Ability to communicate effectively verbally and in writing
  • Knowledge of psycho-pharmacology and other therapies
  • Ability to work within a multidisciplinary team
  • Ability to initiate and manage change
  • Computer literate

Key Responsibilities will include:
Management and Administration
  • Undertakes clinical, educational, administrative and public relations responsibilities within a parish or health district.
  • Assists in monitoring clinical standards at the parish level and facilitates audit processes.
  • Demonstrates commitment to providing quality care, proper risk management and optimal resource utilization.
Technical
  • Conducts multi-generational family assessment including psychosocial, functional, developmental history and mental status examination.
  • Counsels and educates patients/other family members on health behaviour, self-care skills and treatment options.
  • Liaises internally with other health professionals and other members of the health team
  • Liaises with Non-Governmental Organizations (NGOs), Police, Social Services, Citizen’s
  • Associations, Religious Organizations, Schools, Business Organization, Health Agencies
Human Resource
  • Conducts performance evaluation for staff members
  • Delegates functions to appropriate staff
  • Effect disciplinary measures toward staff members where necessary
  • Facilitate provision of social welfare services for staff
  • Facilitate staff development through on-going educational activities
  • Education
  • Plans and implements psycho-educational and health promotional activities for clients, their families and communities
  • Participates in in-service education programmes in the health facilities and training of health care personnel
  • Facilitates implementation of new approaches in the delivery of mental health care to clients and groups in different settings
  • Participates in ongoing educational activities such as conferences, seminars workshops and clinical experiences related to specialty and professional issues
  • Promotes advancement of the profession through participation in professional organization.
Research
  • Utilizes the scientific approach to problem solving and decision-making
  • Contributes to nursing knowledge by participating in conducting research geared towards
  • improving evidence-based practice
  • Collects, organizes, critically analyzes and interprets data.
  • Records findings clearly, concisely and systematically

Registered Midwife 2 (HPC/MW 2) for the St Ann Health Department. Reporting to the Public Health Nurse/Supervisory Midwife, the incumbent is responsible for the supervision and co-ordination of child care activities; providing nursing care in the Maternal, Child Health and Family Planning services in accordance with the objectives and policies of the programme as set out in the Maternal and Child Health Care Plan for Jamaica.

The ideal candidate will meet the following educational criteria:

  • Certificate/Diploma in Midwifery from an accredited institution

Reporting to the Public Health Nurse 3 the incumbent will be responsible for assisting in the administration
of nursing services within the Health Department.

QUALIFICATION AND EXPERIENCE:

  • Diploma in Enrolled Assistant Nursing from a recognized learning institution
  • Registration with the Nursing Council of Jamaica as an Enrolled Assistant Nurse
  • Certification in Supervisory Management
  • At least three (3) years’ experience as an Enrolled Assistant Nurse 1.
Specific Knowledge Required:
  • Thorough knowledge of current legislation affecting the practice of Nursing in Jamaica

Under the general supervision of the Dietetic Assistant or Head Cook, the Cook will have the
responsibility to prepare and portion meals as well as other activities associated with maintaining the kitchen in a safe and sanitary manner.

The ideal candidate will meet the following educational criteria:

  • Secondary/High School Diploma or equivalent
  • NVQ-J certification from an approved institution or on the job training
  • Valid Food Handler’s permit
Specific Knowledge Required:
  • Knowledge of methods and equipment used in preparing food on a large scale
  • Basic knowledge of nutrition
  • Knowledge of reading recipes, menus and orders

Summary:

Under the general direction of the Hospital Administrator, the incumbent is responsible for the supervision of
the portering staff.

Requirements:

  • Grade 9 Primary Education
  • NCTVET certificate in Housekeeping (Level 2-3)
  • Certificate in Supervisory Management
  • A minimum of one (1) year work experience in a similar position would be an asset.
Required Skills and Specialized Techniques
  • Ability to work on own initiative.

Summary:

Required Qualification & Experience:

  • Associate Degree in Computer science / Information technology
  • A minimum of two (2) years working experience in the field would be an asset.

REQUIRED SKILLS AND SPECIALISED TECHNIQUES

  • Servicing and repair autoclaves under supervision
  • Testing and service department generator under supervision to ensure good working condition
  • Servicing oxygen cylinders and compressors
  • Responding to routine and emergency calls for repairs and services

Health Records Technician (St. Ann, St. Mary & Portland - Jamaica) - NERHA

The North-East Regional Health Authority, a statutory body under the Ministry of Health and Wellness, with responsibility for the management and operation of public health services within the parishes of St. Ann, St. Mary, and Portland is seeking a dynamic, proactive and experienced individual to fill the position of Health Records Technician 1 (HTAC/HRT 2) for Hospitals and Health Departments in St. Ann, St. Mary and Portland.

Reporting to the Health Records Administrator, the ideal candidate must meet the following minimum:
Qualifications:
  • Associate Science Degree in Health Information Technology or Certificate in Health Records and Statistics Level 11
  • At least three (3) years full-time progressive experience in work related to the preparation and maintenance of health records and health statistics. One of which should be at supervisory level.
Required Skills and Specialized Techniques:
  • Ability to analyze statistical reports and make recommendations
  • Skills in Interpersonal Communication
  • Skills in Conflict Resolution
  • Ability to direct the activities of personnel and local programmes
  • Skills in Human Resource Management
  • Ability to communicate effectively both orally and in writing
  • PC operating skills with excellent working knowledge of Microsoft Office Suite

Key Responsibilities will include (but not limited to):
  • Protect the security of the health records to ensure confidentiality is maintained
  • Develop and maintain efficient and accurate filing and retrieval of health records
  • Track and follow-up missing records
  • Review records for completeness, accuracy and compliance with regulations (manual & electronic system)
  • File laboratory/ other investigation reports and referral forms in patient/client health record
  • Develop and ensure that the standardized numerical filing system of health record
  • Maintain the master patient index files
  • Compile and submit monthly clinic summary reports, sentinel, sexually transmitted disease syndrome and other reports
  • Purging and disposal of patients’ records according to Ministry of Health (MOH) standards
  • Auditing of health information system
  • Maintain the appointment system
  • Maintain the primary health care register
  • Responsible for educating other members of the health team on the importance of health records, with a clear definition of health records duties
  • Responsible for the acquisition and monitoring of health records stationery/equipment
  • Orientate and supervise health records clerk
  • Verify list for the path programme
  • Facilitate research
REMUNERATION PACKAGE PER ANNUM:
  • Salary Scale: $ 2,795,163 – 3,322,571 per annum

  • Advise diabetic and hypertensive patients of the importance of regularly taking their medications and keeping their clinic appointments.
  • Inform the community of all available health and environmental services and social programmes.

Enrolled Assistant Nurse (St. Ann's Bay, St. Ann, Jamaica) - St. Ann's Bay Regional Hospital (NERHA)

 

The North-East Regional Health Authority (NERHA), a statutory body under the Ministry of Health with responsibility for the management and delivery of public health services within the parishes of St. Ann, St. Mary and Portland, invite applications from suitably qualified persons with strong team building skills to fill the position of Enrolled Assistant Nurse (HTAC/EAN 1) at the St. Ann’s Bay Regional Hospital.
Reporting to the Director, Nursing Services the incumbent will be responsible for assisting in the
administration of nursing services within the hospital.

QUALIFICATION AND EXPERIENCE:

  • A graduate of a recognized School of Nursing.
  • Enrolled with the Nursing Council of Jamaica.

Specific Knowledge Required:
  • Thorough knowledge of current legislation affecting the practice of Nursing in Jamaica
  • Knowledge of the Staff Orders for the Public Service.
Key responsibilities will include:
  • Assisting with the admission, discharge and transfer of patients
  • Assisting in explaining hospital rules and routines to patients

Records Officer (St. Ann, Jamaica) - NERHA

Records Officer 1 at the Regional Office.

Reporting to the Human Resource Officer (Records and Information Management System), the incumbent is responsible for the creation and maintenance of personnel records for an efficient and effective records and information management system.

Qualifications:

  • Minimum five (5) subjects at CXC/GCE O' Level inclusive of English Language and Mathematics.
  • Certificate / Diploma in Business Administration or equivalent would be an asset
  • A minimum of two (2) years’ working experience in administration
Required Skills and Specialized Techniques:
  • Ability to communicate effectively both verbally and written
  • PC operating skills with excellent working knowledge of Microsoft Office Suite

Patient Care Assistant (St. Mary & Portland, Jamaica) - North-East Regional Health Authority

The North-East Regional Health Authority, a statutory body under the Ministry of Health & Wellness with responsibility for the management and delivery of public health services within the parishes of St. Ann, St. Mary and Portland, is seeking a strong, dynamic, and proactive individual to fill the position of Patient Care Assistant (HSC/HS 5) at the Annotto Bay and Port Antonio Hospitals.

Summary:
Under the general direction of the Director of Nursing Services, the incumbent is responsible for the
supervision of housekeeping personnel in all departments; coordinating activities to ensure areas are
properly cleaned in a timely manner; preparing rosters, assigning duties, inspecting work, investigating
complaints regarding housekeeping services, and taking corrective action(s).
Requirements:
  • Completed Secondary School Education;
  • Certificate/Diploma in Practical Nursing or its equivalent from an accredited tertiary institution;
  • Training in First Aid and Cardiopulmonary Resuscitation (CPR);
  • Three (3) years’ experience performing similar duties.

Responsibilities will include:
  • Caring of patients’ units
  • Feeding helpless patients
  • Collecting routine urine specimen
  • Collecting stool specimen and any other specimen
  • Accompanying patients for procedures
  • Making beds, cribs and bassinets.
  • Assisting patients to and from wheelchair/stretcher.
  • Caring for patients’ skin, mouth, hands, and feet.
  • Caring of pressure areas.
  • Combing and brushing patients’ hair.
  • Tidying patients’ environment for hand over to next shift.
  • Preparing dressing and equipment for sterilization
  • Assisting in admission of patients:
    • Putting the patient to bed
    • Helping unpack belongings
    • Ensuring custodial care of belongings according to hospital’s policy
  • Assisting in discharge of patients:
    • Returning belongings to patients/family according to hospital’s policy
    • Accompanying patient to hospital’s entrance exit
  • Caring of hospital equipment e.g. suction machine
  • Maintaining sterility of pick-up forceps.
  • Making dressings and assists with packing drums.

Salary Scale: $ 1,792,163 – 2,130,319 per annum
