Data Entry Clerk (St. Ann, Jamaica) - NERHA

 


The North-East Regional Health Authority, a statutory body under the Ministry of Health & Wellness, with responsibility for the management and delivery of public health services within the parishes of St. Ann, St. Mary, and Portland, is seeking to fill the position of DATA ENTRY CLERK (MIS/IT 2) at the Regional Office.

Summary:
Under the general direction of the Regional NCD Coordinator, the Data Entry Clerk will support the parishes as well as the Regional Office in the collection and collation of robust NCD programme data and provides the necessary administrative support to the NCD team whilst ensuring that high levels of confidentiality, efficiency and productivity are maintained.

Required Qualification & Experience:

  • Associate Degree in Computer science / Information technology
  • A minimum of two (2) years working experience in the field would be an asset.

Specific Knowledge, Skills & Abilities:

  • Ability to communicate effectively both in written and oral format.
  • Ability to display good interpersonal skills.
  • Good time management skills.
  • The ability to work in a confidential environment

Key responsibilities will include but not limited:

  • Maintenance of NCD registers and data systems
  • Generation and updating of routine reports to the database on a timely basis.
  • Attending all training workshops that may be organized from time to time that are geared towards database and data entry improvement.

REMUNERATION PACKAGE PER ANNUM:

  • Salary Scale: $ 1,711,060 – 2,301,186 per annum.

(Salary range $1,711,060 - $2,301,186 per annum and any applicable allowances). Under the supervision of the Regional Mental Health Officer, the Data Entry Clerk will provide administrative support to the Mental Health Unit.

Qualifications & Experience:

  • Minimum five (5) subjects at CSEC/GCE O' Level inclusive of English Language and Mathematics
  • Certification in Information Technology/Computer Science
  • Minimum two (2) years’ work experience in the field of data management

Required Skills & Specialized Techniques:

Key Responsibilities will include:
  • Entering technical/medical data received from institutions.
  • Collating information into summary form as required by the Region and submitting to the Regional Mental Health Officer.
  • Assisting with the planning and execution of meetings, conferences & outreach activities by the Mental Health Unit.
  • Assisting in the compilation of necessary mental health related data for reports (monthly, quarterly, annual and ad hoc).
  • Assisting with the preparation of data for presentations.
  • Creating and continuously updating mental health data.
  • Preparing the necessary documentation for mental health educational and promotional activities.
  • Maintaining an efficient record management system.
  • Assisting in field investigations to verify and gather data for abstractions from the different facilities.
  • Updating electronic and manual files following outreach interventions/activities.
  • Assisting with the compilation of monthly, quarterly and annual reports.
  • Attending and taking minutes for relevant Mental Health meetings.
  • Collating and compiling relevant data, reports and other documents for monitoring of quality assurance and performance.
  • Assisting with organizing of workshops and seminars.

JOB PURPOSE

Under the direction of the Administrator, the incumbent is responsible for imputing data in the Laboratory Information System (DISA) and the maintenance of an effective collating of patients medical reports on a daily basis.

KEY RESPONSIBILITY AREAS
  • Receive incoming calls to the department and deal with them appropriately, through broad knowledge of the organization’s operations
  • Ensures that the inventory log is maintained
  • Entering information into the Laboratory Information System (LIS)
  • Package laboratory reports and dispatches to patients, hospitals and health centres island wide
  • Attends to client’s queries
  • Affix barcode to correct requisition forms

TECHNICAL
  • Working knowledge of computer applications
  • Sound knowledge of Microsoft Office
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
  • Four (4) CXC subjects including English Language and Mathematics
  • Training in Data Entry an asset
  • Minimum of six (6) months to one (1) year experience in a similar position.

Main Duties and Responsibilities:

SCOPE OF WORK / BACKGROUND
Jamaica has an estimated prevalence of 1.6% among the general population. Based on modeled
estimates and case based surveillance data, it is estimated that 29,000 persons are currently living
with HIV in Jamaica. Approximately 84% of the estimated number is aware of their status. This
is followed by a large gap in the continuum of care with 43% of those diagnosed on ARVs and
55% of those on treatment being virally suppressed.

RESPONSIBLE FOR:
- The timely collection of medical data and statistics
- Ensuring that all institution(s) are represented by data received
- Collation of data into summary format for use at the parish /region
- Utilize the data collection tools and ensure that data is of the highest quality
- Accurate and timely update of patient files unto data base within 24 hours
- Participate in workshops and Quality Improvement Activities
- Provide monthly status updates on files maintained

SPECIFIC KNOWLEDGE REQUIRED
- working knowledge of spreadsheets
- working knowledge of statistical calculation related to health information

QUALIFICATIONS AND EXPERIENCE
- Good typing skills (at least 30 words per minute)
- Working knowledge in the use of Windows based computers

REGIONAL DATA ENTRY CLERK

MINISTRY OF HEALTH & WELLNESS
HIV/STI/TB UNIT

JOB PURPOSE

The Data Entry Clerk will be responsible for the input, upload and scanning of data into the
relevant databases to facilitate the monitoring and evaluation functions of the HIV Programme.
The Officer will also support the implementation of the M&E and research activities outlined in
the work plan as well as strengthen the capacity of stakeholders in data entry and data
management by the provision of technical assistance.

KEY OUTPUTS
• Monthly reports on M&E and other activities prepared
• Input/Import and perform validity checks for data completed
• Assist with other statistical updating exercises undertaken by the Unit

KEY RESPONSIBILITY AREAS
1. Perform data entry in several different databases including highly confidential
information
2. Liaison with parish MO(H), Treatment Care and Support Officer and site level Data
Entry Clerk to identify areas for support
3. Provide data entry support to for treatment sites within the region
4. Assist with the gathering/collation of data and data collection forms from various sources
5. Perform validation and verification of data entry forms with documentation of findings
6. Collaborate with professional staff and field officers in the collection, collation, and
analysis of data from M&E system including data for donor reporting.
7. Participate in training workshops to build capacity in Data Quality among site data
entrant
8. Work closely with Regional TCS Officer to prepare reports
9. Perform duplication checks on data entry forms
10. Perform general office administrative duties such as taking messages, preparing reports,
liaising with other component staff
11. Provide progress update on interventions to gap identified
12. Liaison with MOHW/SI Unit on database matters


OTHER RESPONSIBILITIES
  1. Performs other related functions assigned by the HIV Regional Coordinator
