Assistant Human Resource Officer (Manchester, Jamaica) - Manchester Health Department SRHA

The Southern Regional Health Authority (SRHA), a Statutory Body under the Ministry of Health responsible for the management and operation of Public Health Services within the parishes of Clarendon, Manchester and St. Elizabeth, invites applications from suitably qualified persons for the following position at the MANCHESTER HEALTH DEPARTMENT: ASSISTANT HUMAN RESOURCE OFFICER (GMG/AM3) - (VACANT) (Salary range $2,190,302 - $2,945,712) per annum

Under the general supervision of the Senior Human Resource Officer, the incumbent will assist
with the administering a range of Human Resource activities and procedures consistent with the
Human Resource Policies, Regulations and the Strategic Objectives of the HRM & D Unit.
Minimum Qualifications and Experience:
  • Associate Degree in Human Resource Management or Public Administration/Public Sector Management/Management Studies
  • Minimum two (2) years working experience within the area of Human Resource

Specific Knowledge, Skills and Competencies:
  • Working knowledge of the laws, procedures, and practices pertaining to salary administration, employee benefits and welfare, employment and termination.
  • Sound knowledge of the Authority’s human resources policies and procedures.
  • Sound knowledge of the Staff Orders and the Public Service Regulations and Labour Laws
  • Comprehensive knowledge of relevant computer systems and applications
  • Good interviewing techniques
  • Good oral and written communication skills.
  • Good planning, organizing skills and attention to detail
  • Excellent work attitude and team player
  • Ability to use initiative
  • Good time management skills
  • Ability to maintain employee confidentiality
  • Proficiency in the use of relevant computer software and computer applications
Key responsibilities will include:
Technical/Professional
  • Assisting with expediting the recruitment process for designated staff within the health department.
  • Overseeing and assisting with the computing and updating of leave for staff within the health department and ensuring that staff is kept abreast of their leave status
  • Investigating and reporting on salary anomalies and discrepancies to the Senior Human Resource Officer. Handling queries and ensuring that they are expeditiously resolved
  • Monitoring work permits and ensuring the relevant documents are forwarded to the
  • Regional Office for further processing
  • Monitoring the status of professional licences and making reports to the Senior Human Resource Officer
  • Participating in the career pathing and mentoring programmes
  • Inspecting of employee’s files to ensure they are up-date and ensuring that established procedures are adhered to in the processing of the records
  • Preparation of reports as directed/required
  • Contributing to and supporting a culture of excellent customer service to both internal and external customers, as well as efficiency in service delivery
Administrative
  • Assisting with the management of the preparation and maintenance of personnel
  • records for the health department; ensuring that they are maintained in strict accordance with the stipulated standards
  • Ensuring accurate and timely submission of information for the appointment of permanent and temporary staff.
  • Assisting with the preparation of pension particulars for relevant staff within the parish for timely submission to the Senior Human Resource Officer.
  • Participating in the coordination of staff functions and social events.
  • Ensuring the collection of Performance Evaluation Reports for the employees on contract ensuring their completion in a timely manner prior to the end of the contract.
  • Updating and maintaining the travel register for all travelling officers.
  • Preparing and submitting of documents to the Senior Human Resource Officer for processing of employee’s retirement benefits in a timely manner.
  • Processing health insurance registration and liaising with Sagicor as it relates to complaints and follow-ups.

Dental Assistant (Manchester, Jamaica) - Manchester Health Services (SRHA)

Job Summary
The successful incumbent will be responsible to perform a variety of chair-side duties, office procedures and infection control procedures.

Qualifications and Experience:

  • Certification in Dental Assisting from an accredited institution.

Required Knowledge, Skills and Competencies:
  • Knowledge of the National Oral Health Policy
  • Knowledge of the Dental Health Services Policies and Procedures Manual
  • Knowledge of Pharmaceuticals used in Dentistry
  • Knowledge of equipment, instruments, materials, methods and procedures used in dentistry
  • Knowledge Infection Control Policy
  • Ability to communicate oral health messages to children and adults
  • Ability to communicate effectively, both orally and written
Key responsibilities will include:
  • Sterilizing and disinfecting instruments and equipment.
  • Preparing and laying out instruments and materials required for treating each patient.
  • Assisting the Dental Surgeon and Dental Nurse during dental procedures.
  • Maintaining inventory of all dental instruments, supplies and equipment.
  • Collecting and recording patient medical and dental history and vital signs of patients.
  • Practicing patient management during dental procedures.
  • Delivering community dental health presentations.
  • Managing the dental clinic infection control plan to meet OSAP and MOH standards.

Customer Care Assistant (Manchester, Jamaica) - Manchester Health Department

CUSTOMER CARE ASSISTANT (GMG/AM 1- Pay Band 3)-VACANT
Salary range $1,439,455 – $1,935,907 per annum and any allowance(s) attached to the post.

Job Summary

To provide frontline service at the health centre in accordance with established standards. This position provides a medium through which relations between internal and external clients are realized in keeping with service level agreement and the Government of Jamaica Citizens Charter. It is also responsible for collecting and providing client related information and providing direct assistance to clients accordance with established standards.

Qualifications & Experience:
  • Four (4) GCE O’ Level/CXC subjects inclusive of English Language and Mathematics
  • Training in Customer Service and Emotional Intelligence
Required Knowledge, Skills and Competencies:
  • Working knowledge of public health centre systems and practices
  • Excellent knowledge of customer service principles and guidelines & Customer Charter
  • Ability to develop and maintain positive and cooperative working relationships
  • Excellent oral and written communication skills
  • Knowledge of Government guidelines as it relates to procedures (Service Excellence Policy)
  • Well-developed human relations and emotional intelligence skills
  • Knowledge of Microsoft Word and Excel
  • Excellent time management skills
  • Security conscious, flexibility and confidentiality
  • Problem solving skills

Key Responsibilities will include:
  • Greeting and interacting with patients/relatives and visitors to the Health Centre.
  • Collecting personal information from client and log onto the prescribed forms and systems.
  • Assigning patient number to client, distribute patient services card and refer to triage nurse for the completion of vital signs.
  • Displaying compassionate support to all patients regardless of their situation
  • Reporting serious challenges to your Supervisor in a timely manner.
  • Referring patients showing signs of deteriorating health and/or excruciating pain to clinical personnel for intervention.
  • Monitoring waiting time of patients in assigned areas and intervene where possible.
  • Keeping patients informed of possible causes of extended waiting hours as directed.
  • Disseminating questionnaires to solicit feedback on the services offered.
  • Influencing customer service interaction by displaying and maintaining professionalism and courtesy to all.
  • Communicating relevant information; provide correct and adequate responses to questions and queries and direct clients to respective service areas in the Hospital.
  • Logging client complaints and refer for the appropriate resolution.
  • Identifying patients with special needs and informs Supervisor accordingly for intervention.
  • Assisting members of staff who need clarification on services and ensure compliance with the regulations.
  • Alerting the security guards to any unusual or suspected unsafe situations that may be observed.
  • Identifying problems within scope of responsibility in the shortest possible time and refer those outside of scope of responsibility to the Supervisor.
